Iceland: Layers of what?

As we get ready for a trip to Iceland shortly, one of the things I've had trouble figuring out is what clothes to pack. When I ask Google the question, the universal answer is layers. But layers of what? The average summer temperature is 10 to 13 degrees Celsius, which doesn't seem like a temperature that would require a winter jacket layer. However, someone I follow on Twitter posted a picture of herself in Iceland in August wearing a t-shirt, hoodie and puffy coat. And she said it was 2 degrees. Iceland: Looking for the end of the world

It all started when I read a book: Burial Rites by Hannah Kent. I was fascinated, not just by the fictional imagining of the story of Agnes Magnúsdóttir, the last person beheaded in Iceland in 1830, but by the wild, isolated country in which the story takes place. The harsh, desolate landscape of Iceland was as much a character in the book as the human characters in the book. I'm going to Iceland, I said to nobody in particular, upon finishing the book.
